Strategic advice to inform good decision making and minimise risk for public and private sector clients, with a focus on end‑to‑end support and real‑world project delivery. This includes advising senior leaders across multi-million pound businesses, local authorities, and delivery bodies such as Freeports, covering CEOs, CFOs, S151 Officers and Executive Boards. Advice draws on experience as a board member of a £30 million company combined with 15 years experience in economics, business cases and project delivery.
Dean Economics provides advice on site selection, business expansion planning, service delivery planning, accessing public sector funding, securing planning permission, navigating engagement with government and establishing governance and delivery arrangements.

Business Cases
Green Book compliant business cases to access public funding. In our first year, Dean Economics has helped clients secure over £40m in public funding. Lucy Dean (founder) has written or assured business cases for Levelling Up Fund, Towns Fund, North Wales Growth Deal, Welsh Government Transforming Town, the NHS, and the Freeport Programme.
All business cases are underpinned by a detailed understanding of MHCLG, DfT and HMT Guidance, including the Green Book and Transport Appraisal Guidance (TAG). Lucy Dean has the Better Business Case Practitioner accreditation.
As well as writing business cases, we also assure business cases on behalf of S151 officers ensure that they are confident that projects are value for money, deliverable and in line with procurement rules and subsidy control.
Economic Impact Assessments & Socio-economic chapters
Economic Impact Assessment and socio-economic chapters to support strategic planning and the economic case for major development, including infrastructure, Green Belt release and complex regeneration proposals. Currently, Lucy Dean (founder) is the lead for the socio-economic impact for Heathrow Expansion.
Dean Economics can also provide social value assessments, employment and skills strategies, and health impact assessments.
Evaluations
Magenta Book compliant evaluations at a programme or project level. Most recently this includes evaluation of the Shared Prosperity Fund for local authority and third sector clients.
Previously, Lucy Dean (founder) has completed evaluations for the Community Renewal Fund and European Regional Development Fund.
